Wynn Rosser Appointed Texas Higher Education Commissioner

On Thursday, the Texas Higher Education Coordinating Board appointed Wynn Rosser as the new commissioner of higher education in the state. This, to follow a unanimous vote during a special board meeting. The appointment was made without any discussion before the vote.

Rosser, who has a strong background in both education and rural community development, is currently the president and CEO of the T.L.L. Temple Foundation, a family foundation dedicated to addressing issues in rural East Texas.

Prior to this role, Rosser spent a decade leading the Greater Texas Foundation, with focus on expand college access and success across the state. He also held several teaching and administrative roles at Texas A&M University. Rosser will succeed Harrison Keller, who served as commissioner from 2019 to 2024 and left the position to become president of the University of North Texas.

Reforms under Harrison Keller and future challenges in education

Keller’s tenure was marked by a significant overhaul of Texas’ higher education strategy, particularly with the 60×30 initiative. Which originally aimed to ensure that by 2030, 60% of Texans ages 25-34 would earn a degree or credential.

Keller expanded this goal to include individuals aged mentioned before, with knowledge of the need for lifelong learning to meet the demands of the modern workforce. Keller also played a key role in revising the community college funding system. With the objective for reforms that gained legislative approval.

In his new role, Rosser will oversee the Texas Higher Education Coordinating Board. Which one is responsible for manage the state’s financial aid programs and implement its strategic vision for public higher education.

Rosser is well-positioned to lead efforts in expand educational access, especially in rural communities. Finally, continue to drive the state’s long-term higher education goals.
